Logistics Manager - Dar Es Salaam
Marie Stopes Tanzania (MST) is a marketing-focused, results-oriented social enterprise, which uses modern management and marketing techniques to provide family planning, reproductive and sexual healthcare and allied services. MST is a member of the Marie Stopes International (MSI) Global Partnership, which operates in over 45 countries worldwide. MST’s goal is to improve quality of life in Tanzania by dramatically improving access to and use of family planning and other reproductive health services.
We are looking for a dynamic individual to join our highly motivated team in the role of;
LOGISTICS MANAGER- Reporting to Procurement and Logistics Lead
JOB PURPOSE:
The Logistics Manager is responsible for managing and coordinating processes that ensure MST routine logistical operations function smoothly and efficiently, meeting the needs of its clients. MST’s Logistics Manager is responsible for: transportation; warehousing; security; asset management and ensuring structures are in place to monitor and manage the flow of goods and supplies through the organisation. The Logistics Manager is required to work closely with MST’s Finance, Operations, Project and Field teams. The Logistics Manager ensures that MSI Global Partnership best-practice policies are adhered to.
KEY RESPONSIBILITIES:
• To manage the implementation and application of the best practice of stock management & stock control to ensure MST stores management is in line with MSI Global Partnership standards and best-practice, and that stores systems ensure efficiency of stored goods and supplies
• To oversee the implementation of health and safety procedures in the store
• To manage and coordinate the shipping and clearing of goods into Tanzania: including liaising with customs agencies; facilitation of shipment of goods; liaising with sender offices and customs agencies. Processing the import permit for pharmaceuticals and medical supplies with the respective authorities.
• To manage and supervise security guards: liaise with security companies that provide services to MST and provide necessary support that may be required; plan and implement proper security and safety programs and systems across MST; plan and advise the Procurement and Logistics Lead on safety and security related issues; take a lead in liaising with the police in relation to any criminal investigations relating to security.
• Work with the procurement and clinics team, prepare and maintain the drug ordering calendar, receive, and compile quarterly drugs and medical supplies requests from field to ensure proper approvals and timely ordering and supply.
• Work with suppliers and procurement to manage and monitor distribution of the supplies to field to ensure timely and accurate supply of goods and services
• Maintain records and inventory of all MST property for the Support Office and field
• Arrange for properties disposal in accordance with MST regulations/policies.
• Manage and maintain the MST’s commodity inventory including stock profiles and stock location
• On monthly basis review monthly stock status reports and stock utilization as documented by various data sources (including CLIC and Inflow systems), investigate any significant variances and recommended action to be taken.
• Review monthly commodity reconciliation report before presenting it to ET meeting
• Review Inflow systems to ascertain if all inventory orders and distribution are properly documented and follow up with Inventory Controller in case of any discrepancies
• Minimize overstocks and ensure centres and outreach teams minimize expires, damages and losses
• Oversee the conducting of regular monitoring and supervision visits to centres and outreach teams to review and ascertain if BIN/Stock card and sheets are updated regularly to reflect stock movement
• Work closely with Finance team and Clinics Lead to ensure stock check and stock account are conducted as per plan
• Oversee the Orientation and Coaching of centres and outreach staff on proper documentation and control of inventory
• Manage the stock management system and ensure it works properly and provides the required information timely
• Oversee tracking and assurance of all stock received and consumptions are recorded in the system properly and timely
• Ensuring the costs for commodities are captured in the system in the month the commodities are delivered to MST
• In consultation with Procurement and Logistics, ensure all invoices for all procurement of goods and services are booked in the system and paid promptly as per MST policy
• Oversee the tracking and assurance for all LGA provided commodities are identified, recorded and properly accounted for in our accounting system
• Any other duties requested by your line manager.
QUALIFICATIONS
• A University degree in Procurement & Logistics or Supply Chain Management, or any equivalent / relevant degree
• A Post graduate or Master degree will be an added advantage.
Experience:
Essential:
• At least 3 years experience in stores and logistics in a large organisation (NGO or commercial sector)
• Demonstrable experience of a range of logistics and stores activities including, but not limited to: stores, logistics and security
• Demonstrable computer skills, particularly Word, Excel and stock management computer programmes.
Desirable:
• Knowledge of institutional donor in the sector and related compliance regulations (e.g., DFID, USAID)
• Pharmacological experience; knowledge of drugs and pharmacy management
• Past experience or training in transportation management and /or security issues
• Qualifications in supply chain management or aspects of supply chain management
• Registered by the Procurement and Supplies Professional & Technician Board (PSPTB)
